Europe felt a moment of respite on Monday, as the tension caused by the introduction of a new 28-article proposal for ending the war appeared – momentarily – to have been stabilised. A senior US official spoke of "substantial progress" after Ukraine-US talks in Geneva. On Monday night, Russian leadership made its response: another massive barrage of aerial bombardment on Kyiv.
The Pattern of Diplomacy and Destruction
The sequence of opposing developments captured the harsh reality of the outgoing year. By day, political struggles are fought: optimistic declarations are released from various governments. Immense energy is allocated on containing particular approaches. By night, Moscow brutally reminds the world that, for them, war remains the primary tool for achieving "peace".
Nighttime Reality
As the offensive unfolded into the early hours of Tuesday, the present situation of Ukraine's exposure was exposed. Ukraine is equipped to monitor projectile deployments from enemy soil, a ability enabled by current data. From vantage locations, defense planes that had been scrambled to counter approaching aerial threats streaked across the sky – modern combat jets provided to Ukraine by European allies.
Soon thereafter, Kyiv's missile defense engaged: multiple launches targeted at a Russian ballistic missile. This was a advanced protection mechanism at work, most likely provided by partner states. Every firing shakes the surroundings, shaking the windows. The instant of fear quickly becomes grim resignation: possibly the approaching threat won't cause damage this time, sparing the city from catastrophe and further power outages.
Continuous Dangers
Following this, a heavy machine gun fired at a drone somewhere nearby, part of a defensive team – almost certainly allied-provided weaponry. Regrettably, the shots failed to hit the enemy aircraft – it maintained course toward its objective.
Periodically, this persisted until dawn. Kyiv greeted the morning news: multiple fatalities, destruction and utility failures in many homes as a result of the evening attack. As always, everyone still maintained normal activities – living the war. But those 24 hours encapsulated Ukraine's vital need on Western support – a need that regional partners are demonstrably unable to replace in the near term.
Unsuccessful Negotiations
The detailed framework from Washington sparked intense emotion, discussion and deep concern – and momentarily shifted focus from Ukraine's largest corruption scandal in years. Yet, we have experienced comparable situations, after prior negotiation attempts and international summits.
Every new approach from Washington unfolds according to the consistent cycle: a diplomatic cavalry charge against Ukraine, which Kyiv, with other European capitals, succeeds in resisting. They contain the crisis but never actually achieve victory. This cycle will, certainly, endure.
Tactical Assessments
It is easy to blame specific actors of consistently pushing Moscow's conditions. But that does not seem to be the whole story. US administration functions according to a premise familiar among international relations experts: you cannot achieve through diplomacy what you have been unable to protect through force. The US administration assumes that it is unrealistic to force Russia to relinquish the territory that it presently holds in Ukraine's southern or eastern regions.
The problem is that while accepting these circumstances, American administration does nothing to deter Moscow, through statements or actions, from assuming that the situation will not evolve additionally in its advantage in the months ahead.
Conflicting Perspectives
Therefore, the Kremlin is convinced that the clock favors them – that Ukraine and its partners are coming close to fatigue. Their motivation to agree to terms that does not give them the maximum possible gain is virtually nonexistent. There may be many attempts to stop fighting, but they will persist as long as Russia's government remains supremely confident in the outcome.
On the contrary, Kyiv believes that Ukraine can still persist, gradually sacrificing people and territory but avoiding a entire defensive failure until situations evolve in its benefit.
Current Realities
Realistically, there are no genuine requirements for a truce. Now, subjective factors are coming into play: leadership ambitions to negotiate peace and secure international recognition, and the government's double obstacles – on one hand, not to alienate a key ally, and on the other, to mobilize citizens around the country's interests against any plan Kyiv finds unacceptable, so that their priority does not move to internal issues. And although their objective will now be significantly challenging after latest incidents, it remains quite doubtful that this will alter their fundamental strategy.
These opposing factors are driving the talks.
Assessment and Future
It took a only one week to terminate the suggested clauses of the latest plan. Aggressive and erratic handling of the matter by US administration, opposition by Ukraine and the rest of Europe, along with pacifying measures of negotiators, and finally, current information leaks, all served their function.
While new initiatives based on old ideas are imminent, Kyiv, London and other allied nations should reach an essential realization: Ukraine and Europe will only be able to fend off political attacks from Washington that are founded on Moscow's terms and reflect certain reluctance to alter the situation, if they stand together and enhance their military capacity at a significantly accelerated rate. If they do, neither political nor armed coercion will be able to overcome them. In the meantime, Ukraine's capacity to defend against evening bombardments will, for the foreseeable future, mainly require ongoing international assistance.
